Abstract
In this study, some problems related with “wholistic approach of institutional
and strategic management” defined by State Auditing Board (DDK) in 2014 on
development agencies which were founded gradually at regional level as 26 in
number in Turkey, are being analyzed It is claimed that the underlying problem
might be lack of and-to-end holistic approach in strategic planning processes. In
this study COSO internal control standard and COBIT-5 governance of enterprise
IT framework is used for root cause analysis. After application of root-cause
analysis over the problem of “insufficiency of regional development plans and
related regulations” which is amongst 43 problems defined by State Audition Board
(DDK) for regional development agencies (KA) in Turkey. Therefore applicability of
“enabling a holistic approach” as a necessity of COBIT-5 model’s principles is being
searched at the context of problems of KA with respect to conformity with national
strategies regarding KA.
